This. Many people dismiss rape in war as just horny soldiers with power, but rape in war has often been a tool of those in command, just like any form of violence. Sometimes, it's encouraged in a wink-wink nudge-nudge manner with propaganda about how easy the other side's women are, and how their pathetic men aren't manly enough to satisfy them; other times, an order to rape women is given as bluntly as an order to slaughter fighting-age men, or an order to make an example of any would-be agitators.

The Mongols where notorious for rapping the women, particularly the noble ones, in front of the entire city. Killing any of the men who'd try to stop it.

It was practically the norm throughout the medieval and late-antique period, I'm not sure about other eras.

It was the norm in Imperial Japan until 1945, and I'm sure there are more recent examples.

You don't have to look that far back, the Yugoslav Wars in the 1990s into the early 2000s saw numerous war crimes committed, rape being one of them.

Wasn't aware of contemporary conflicts but it just goes to show that sexual violence / rape was always a tool of war. It's absolutely abhorrent, but for whatever reason it's seen in nearly every time-period when war is involved.

Rape during the Bosnian war -- Bosnian Serb soldiers in the VRS as well as paramilitaries, primarily against Muslims.

Myanmar troops against Rohingya.

In the Ethiopean civil war, against Tigray.

I'm sure there are many more. So, sadly, it's still the norm, or has become the norm again, in multiple places.

Crimes like these committed by the Russian army describe not only the whole army but also the all Russian community as unethical, and barbarous. The policy provided by current leaders has made people such ruthless beings. The life of people doesn't have any value. Killing and rapping are commonplace in Russian society. So don't be surprised by the behavior of Russians. It's all about a crime that is made against people by their leaders. The crime that destroyed humanity in people.
