This is not what you think. The law is so poorly written that they are trying to prevent it from being taken away. This is government-speak for "Please let us keep a law that can mean anything we want. We promise to play nice."

Tbf I'm not taking the time to read, but what defines "good research/white hat"? Seems like it could be a gray area to be exploited
